Parish Safeguarding Hub and DBS management

The Diocese of Salisbury are introducing two important safeguarding tools to support all parishes in strengthening their safer recruitment and people management practices.

To help you create a safer church environment, we invite every parish to register for the new Parish Safeguarding Hub and the Thirtyone:eight DBS service. This page will guide you through what these tools are, why they matter, and what steps you need to take to get started.

Parish Safeguarding Hub

The Parish Safeguarding Hub is a central, easy-to-use platform that brings together all aspects of safer recruitment and safeguarding training in one place. Funded by the diocese, the Hub is available to all parishes and is designed to make storing and managing safeguarding information simpler, faster, and more efficient.

What you can do in the Safeguarding Hub:

  • Start and manage DBS checks: Direct integration with Thirtyone:eight’s ‘E-bulk’ DBS system.
  • Record safeguarding training: Keep up-to-date records of training completed by volunteers and staff.
  • Create role descriptions and person specifications: Generate and store key recruitment documents.
  • Track safer recruitment: Follow the progress of new volunteers through the recruitment process.

Easy Setup: 

The standard setup is one Hub per PCC, aligned with your existing Dashboard. 
If your parish already uses a Dashboard, your Hub will be created to match it—unless you request something different.

Once your Hub is live, it will replace your DBS Microsite.

New DBS provider – Thirtyone:eight 

We're moving to Thirtyone:eight as our DBS provider to offer parishes a more streamlined and reliable service.

As one of the largest Umbrella Organisations in England and Wales, Thirtyone:eight processes over 72,000 DBS checks each year. With extensive experience supporting a wide range of organisations, they offer a reliable and user-friendly system tailored to safeguarding needs in church settings.

Register as a DBS Recruiter

To begin using their E-bulk DBS application management system, each parish will need to register a recruiter.

The steps to register: 

  • Complete the Disclosure Registration Form: Download, complete, and return the form to the Diocesan Safeguarding Team. Please ensure the form is signed by your incumbent.
  • Safeguarding Team Approval: The diocesan team will review and forward your form to Thirtyone:eight’s account management team.
  • Sign-Up Link Sent to Recruiters: Thirtyone:eight will then email a sign-up link to the named recruiter(s).
  • You're Ready to Go: Once registered, you can begin processing DBS checks through the E-bulk system AND directly from your Hub.
     

Benefits of Signing Up to Both Tools

By registering for both the Safeguarding Hub and Thirtyone:eight, parishes can link the two systems for a more seamless process. This integration allows you to request DBS checks directly from the Hub, without needing to log in separately to the Thirtyone:eight platform. Once completed, DBS results are automatically updated in the Hub, keeping all safeguarding information in one place.

If you register with Thirtyone:eight only, you can still request checks using their E-bulk system, but the results will only be visible within the Thirtyone:eight platform and will not sync with your Safeguarding Hub.

How to Register

Please download and complete both forms listed below, then return them either:

Before completing the forms, please read the instructions below carefully to ensure everything is filled out correctly.

1. Dashboard and Hub – One Login, One System

The Safeguarding Hub is accessed using the same login as your existing Safeguarding Dashboard account.
If your PCC already uses the Dashboard, please ensure you provide accurate details during registration, as your Hub will be created to match your current Dashboard setup.

2. Hub Owner, Administrator, and Viewer Roles

As part of setting up your Safeguarding Hub, you’ll need to decide who will take on the roles of Hub Owner, Hub Administrator, and Hub Viewer.


A helpful starting point is to match your current Dashboard Owner to the Hub Owner, although this is not required. Multiple individuals can be assigned to each role based on your parish’s needs. 3. Change in Terminology: ‘DBS verifier’ role no longer used

As part of our transition to Thirtyone:eight, we will no longer use the term ‘DBS Verifier’. Moving forward, anyone involved in processing DBS checks will be referred to as a ‘Recruiter’. Individuals currently serving as DBS administrator or DBS verifier may now be registered as either a ‘Recruiter’, or a ‘Lead Recruiter’. 
Please note: ID checks, which were previously carried out by a DBS Verifier, will now be the responsibility of the Recruiter. 

In the Thirtyone:eight registration form, you will be asked to nominate:

  • A Lead Recruiter
  • Any Additional Recruiters

All registered recruiters will have access to the Thirtyone:eight platform to initiate DBS checks. However, there can be only one Lead Recruiter, who will receive DBS results and any associated information relevant to safer recruitment decisions.

4. Setting Up Your Thirtyone:eight Account with the Safeguarding Hub (in relation to Section 5 in Safeguarding Hub Registration Form)

When you register with Thirtyone:eight, each Safeguarding Hub will be assigned a single account, known as a ‘subunit’. Along with this, a ‘subunit organisation name’ will be created, which will be matched to your parish name. As part of the Parish Safeguarding Hub Registration, you’ll be asked to select how your Hub will manage DBS checks:

  • Section 5 - Option B: By selecting this option, your Hub is choosing to partner with another Hub for DBS processing. The nominated partner Hub’s owner will be granted Hub Administrator access to your Safeguarding Hub, enabling them to manage DBS checks on your behalf.
    • You do not need to complete Thirtyone:eight disclosure registration form. However, the nominated partner Hub must complete Section 5C listing your Hub’s name. 

 

  • Section 5 - Option C:Selecting this option means your Hub will take responsibility for managing DBS checks for itself and for the specified partner Hub(s). Your Hub owner will be registered as the Lead Recruiter for those Hub(s) and will take direct responsibility for all DBS processing.
    • You must complete the Thirtyone:eight Disclosure Registration Form.
       
5. Thirtyone:eight Disclosure Registration Form

When completing the Thirtyone:eight Disclosure Registration Form, please note:

Your Subunit Name should be entered as your parish name.
 

6. Rollout timeline

Once we have received both of your registration forms, the rollout process will begin in September 2025, and will be carried out by archdeaconry in the following order:

September 2025: Sarum (purple)
October 2025: Guernsey and Jersey (light blue)
November 2025: Wilts (blue)
January 2026: Sherborne (yellow)
February 2026: Dorset (green)
